What does the DataLink error, School is not within scope of owner mean, and how do I fix it?

A record will fail with the error message School is not within scope of owner when the DataLink District Uploader and/or District Authorizer have not finalized setting their participation level. To set their participation level they will need to log in to do the following:

• Click the Set Uploaded Data Types menu located at the top of the screen. 
• Check the box next to the data types matching the information authorized to be included in DataLink upload files. 
• Click Save to confirm the participation level. Click Cancel to return to the Set Uploaded Data Types workspace.
